On ground this low the water table sits close to the surface, so basements and crawlspaces fight groundwater as well as surface flooding. Those houses often still run on undersized panels, fuse boxes, and decades-old wiring, which is both a safety issue and a hard ceiling on what you can add. On top of that, salt air corrodes outdoor meters, disconnects, and receptacles faster than it would inland.
